Cayce City Council Appoints Jim Crosland as Interim City Manager

CAYCE, SC – The Cayce City Council has announced the appointment of Jim Crosland as the Interim City Manager. Crosland, who has been serving as the Deputy City Manager, brings over 26 years of state and local government experience to his new role.

A native of South Carolina, Crosland’s career began in the United States Coast Guard. He later earned both an associate and a bachelor’s degree in criminal justice. His extensive experience in law enforcement includes roles such as Canine Officer, Narcotics Detective, Patrol Sergeant, Police Instructor, and Assistant Director with the Cayce Department of Public Safety, now known as the Cayce Police Department. He also holds prestigious qualifications, including graduation from the 265th Session of the FBI National Academy for Executive Leadership and certification as a Public Manager.

Mayor Pro Tem Tim James highlighted Crosland’s qualifications, stating, “Jim’s competence and experience make him an invaluable leader for our city. His previous role as Deputy City Manager, overseeing Public Safety, Sanitation, Utilities, and other departments, has fully prepared him for this opportunity.”

Michael Conley

Joining Crosland in leadership is Michael Conley, who will serve as the Deputy City Manager. Conley, currently the Assistant City Manager, has 18 years of experience in zoning, planning, and development. Prior to his role in Cayce, Conley was the Assistant County Administrator of Kershaw County.

Councilman Phil Carter expressed his confidence in the new leadership team, saying, “With more than 40 years of experience between them, Jim and Michael bring great leadership and dynamic capabilities to support our staff and citizens.”

Mayor Elise Partin also voiced her support, noting, “Our former City Manager, Tracy Hegler, built a strong team. We are fortunate to have Jim and Mike’s leadership to stabilize and guide us through these times, especially following the recent city budget and the loss of our longtime City Manager, Police Chief, and our Director of Utilities due to a car accident.”

Councilmen Hunter Sox and Byron Thomas echoed this sentiment, with Sox stating, “Jim’s extensive experience and deep knowledge of Cayce make him the best choice to serve our city and its residents. Alongside Michael’s expertise in planning, zoning, and economic development, our city is well-positioned to serve and collaborate with residents and business owners.”

Councilman Thomas added, “Service is ingrained in the hearts of Jim Crosland and Michael Conley. With their combined experience, I’m confident they will work tirelessly to continue making the City of Cayce great.”
